SUMMARY

The CFOO is a member of St. Vincent Family Services Executive Leadership Team, who oversees all aspects of budgeting, full revenue cycle management, forecasting and business performance management. Collaborates with senior management to establish clear performance targets and KPIs across agency that align with strategic business plan. Anticipates future policy and payor changes in community behavioral health (publicly and privately funded). Leads Finance Team in analyzing patterns and trends to mitigate business risk and manages full cycle revenue process in a healthcare non-profit environment. Serves as executive leadership liaison to the Board Finance/Audit Committee. This position oversees risk management (including insurance coverage), developing systems and accountability structures for internal controls and capital assets. This position strengthens business operations by using financial reporting to measure key performance indicators for every department (revenue-generating and operations) and works collaboratively with the senior management team to improve performance and efficiency. The CFOO is responsible for treasury and investment functions, cash flow, budgetary processes, contracting and business relationships with external organizations. This position manages the KPIs that are developed collaboratively with the CEO.

ESSENTIAL DUTIES & RESPONSIBILITIES

Is sensitive to the children’s culture and socioeconomic characteristics that delivers the best possible care to the youth and families served.
Leads in preparing, monitoring and analyzing the Agency’s operating and capital improvements budgets.
Determines long- and short-term budgetary needs. Develops documents, and presents budgetary and expenditure proposals, monitors expenditures and department performance against the approved budget and general cost-effectiveness standards. Ensures that fiscal policies, procedures and records are consistent with requirements and contemporary accounting standards.
Provides guidance and direction for the generation of current and new revenue streams.
Manages the Risk Management Program of the Agency including participating in the selection of appropriate brokers, working to optimize the handling of bank and deposit relationships and initiating needed strategies for improvement.
Directs cash-flow analysis to maintain appropriate cash levels. Manage banking relationships to optimize service and minimize cost to the Agency.
Conducts high level, complex analyses. Prepares and interprets statistical, demographic and performance target data. Analyzes business processes and workflow and recommends improvements and enhancements.
Recommends and develops policies, procedures, controls and systems to meet Agency objectives and increase effectiveness, improve results, and ensure compliance with all of the Agency’s regulatory bodies.
Stays abreast of current policies, laws, regulations, trends and developments in the accounting field and behavioral healthcare industry to ensure effectiveness and compliance in all Agency operations.
Provides strategic financial leadership and support on the evaluation of potential alliances, retirement funds and investments and/or other issues affecting the Agency.
Provides direct supervision, direction and leadership for the day-to-day operations of the Finance Team and its functions to include procurement, contracting, accounting, payroll, information technology, and billing.
Responsible for the timely preparations of budgets and financial forecasts, projections and reports.
Responsible for the direction and oversight of the annual audit while working directly with external auditors.
Acts as the primary contact for the Board of Trustees Finance/Audit Committee.
Responsible for treasury functions including investment activity.
Collaborates closely with the Chief Executive Officer and produces reports on company operations.
Assists with the design of systems that provide incentives for staff to maximize performance.
Fosters a customer-focused environment serving internal and external customers.
Performs all other duties as required.
SUPERVISORY RESPONSIBILITIES

Provides day-to-day supervision of Finance Team, Direction of Facilities & Operations and IT Managed Service Provider (MSP)

EDUCATION & EXPERIENCE

Bachelor’s degree in Business Administration, Management or related field or equivalent work experience required.
An MBA is preferred.
A minimum of 10 years in a finance senior level managerial position, including responsibility for performance management, operational excellence with a proven record in leading complex financial operations is essential.
Three years’ experience in the Behavioral Healthcare field is highly desirable.
A proven track record in team management, organizational change, and strategic decision making.

Financial analysis and management, including developing and implementing financial strategies, managing budgets and overseeing financial reporting and compliance
Technical Skills:

Extensive use and knowledge of accounting applications and spreadsheet software.
Technical skills and experience in financial reporting and analysis, cash flow management, and information technology.
Ability to analyze and assemble budgetary figures and visualize business impact of financial decisions.
IT management experience a plus.
Reasoning Ability:

Both the exceptional ability and the interest to analyze situations perceptively and to render decisions without undue delay.
Ability to manage multiple tasks, discern relative priorities, delegate effectively, and assure timely completion of tasks.
Ability to organize and manage multiple priorities.
An ability to think ahead and plan over a 3–5-year time span.
